Can human brain figure out what `operational system` the brain of any life form uses for its functions.?

The brains of all life forms must be using, sort of computer language, for thinking, feelings and emotions as well as for saving the data fed by the five perceptive senses, process it and call back instantly whenever required. Obviously the brains use `bio-organic chips`, the neurons for its memory locations. The brain of life forms have.... thinking, feeling and emotional capabilities...how it is designed? Is it designed by somebody? If so who designed the designer?...
