I have a question regarding a pport for my daughter!?

Heres my question!! It says that both parents need to be present or have a notarized paper stating the other parent gives permision for the oher parent to get the pport for the child! The thing is that the father is not listed on the birth certificate! He lives in a different country! I have no contact with him. Am I still able to get a pport for my child?
