I have a Shar-Pei/Pitbull mix and she breaks out in what looks like hives(also bites off the pads of her feet)?

I have been to sooo many vets in multiple states and no one seems to know what is going on. She gets a yeast smell to her, so the vet seems to think that because she is half sharpei she has a sharpei skin condition where they produce too much oil and bacteria grows on her skin. I wash her twice a week with oatmeal shampoo and give her Prednisone each day. The prednisone works but being in the medical field I know that prednisone can cause liver damage... Is there any alternative to prednisone and does she even need this? I think she can benefit from an allergy shot each month, what do y'all think? Help please!! :) Thanks!!
