My little cousin is turning 4 this fall and he really not talking?? in sugestion why?

My little cousin is turing 4 this fall and he not talking like all the other todlers his age. I mean he can say only simple words, but can't speak in complete sentnces?? But at 7 months he was walking?? any help that can tell his mother that something might not be right with him????
